What is the meaning of DPAP and full form ?

The drought area program is an initiative by the government to identify and cultivate land that has been prone to less rainfall.The objectives of this program is mainly to make the land productive and profitable for the farmers of that land. Some methods like irrigation and water harvesting are used to terraform these parched areas.
